Study Of Market-oriented Reform Of Urban Public Service Industries

With the deepening reformation of socialism market economy system, the public utilities industry has started reformation. Comparing with other competitive industries, the public utilities industry is distinctly monopolistic and has quasi-public products, so no economic theory mode of market-oriented reformation can be used for reference. This paper presents two basic implementation modes for the market-oriented reformation of public utilities industry, based on the theories of Public Sector Economics as basic research method, starting from the characters, contradictions and disadvantages of urban public utilities industry, by researching the market-oriented and changing trend of urban public utilities industry, combining with the market-oriented process and achievement obtained of urban public utilities industry. In order to ensure that the reformation can reach the expected purpose, some general principles are presented in this paper which shall be followed in the market-oriented reformation. This paper presents that the micro main body of market-oriented public utilities industry shall be further reconstructed, the government function in the public utilities shall be further transformed from industry management to market management, from micro management to macro management, from responsibility towards enterprises to responsibility towards the public, and that the industrial supervision of public utilities shall be strengthened and be developed into independent supervision.The conclusion of this paper is drawn that the market economy is effective for resources allocation. There are theoretical basis for the market-oriented public utilities industry, but the economic nature and characters must be taken into consideration.
