With the advent of knowledge-oriented economy, market competition becomes increasingly fierce. Though the core competitiveness of enterprises has many management tools, such as learning organization, team building, the performance appraisal is still be of great concern and it was frequently used by enterprise leaders. An effective performance appraisal system has great strategic significance for the establishment of a scientific enterprise human resources management system, enhancing staff performance and improving the management of enterprises.In recent years, the banking institutions in china are gradually growing. Facing the challenge of foreign banks, how to promote their sustainable development and gain competitive edge is a perplexing problem as well which has not been solved well. At present, the foreign bank has good training system, sound management system, excellent working environment, generous treatment of employees. And the foreign capital bank will attract a lot of person who do well in state-owned commercial bank. The important reason is that the performance appraisal of state-owned bank is relatively backward. The counter staff's enthusiasm doesn't be aroused in working and be promoted in business. Therefore, how to design a performance appraisal system is a new and important topic for us. And the system should be scientific and suitable for development needs of the commercial banks.This thesis integrated the predicament which the J branch directly under the bank of C has encountered in the management. Applying the basic theories regarding the performance appraisal, we have made a systematic and overall analysis for the current situation of performance appraisal of counter staff of J branch, and we revealed that the root problems existing in the counter staff performance appraisal. In view of the existing problems, we first carried out re-locate and post analysis on the counter staff. Then from the perspective of the strategic development of modern enterprise management, we tried to re-design and construction a set of scientific,rational and effective counter staff performance appraisal program for J branch. The design gives prominence to the applicability, feasibility and maneuverability and it hopes that it could be the counter staff performance appraisal standard. Moreover it could be used for reference when the other financial enterprises want to establish a performance appraisal system, thereby enhancing their core competitiveness and. vitality.
