With the developing of knowledge-based economy, the high-tech enterprise is increasing in both the volume and size, it make bigger influences in the Socio-economic. During the developing of those high-tech enterprises, a lot of problems occur. Some of the problems are never or seldom met in the traditional industries. There are many knowledge employees working in the high-tech enterprises; their needs are different from the traditional workers. It becomes a big challenge on how to encourage those knowledge employees to contribute more innovations. The grass-roots management team faces the front line knowledge employees everyday. They contribute big influence on knowledge employees' management.The knowledge-based economy started developing from Europe and America; many high-tech enterprises have good practice there. Microsoft is one of the best. The success is based on multiple facts; however, the construction of grass-roots management team is one of the key reasons. Microsoft has great executions in member selection, team complementarity, vision sharing, mutual trust, style molding, motivating and continued construction for their grass-roots management team construction; build a high performance grass-roots management team to support the business developing.The success points of Microsoft are: importance, organization support, execution system and measurement and company culture.Chinese high-tech enterprises are developing fast now; they are facing a lot of challenges. One of the challenges is the limitation on the construction of grass-roots management team, which results in the restriction of the ability to innovate from the frontline staffing. This paper was based on the point of view on the construction of grass-roots management team, went through the related theories, analyzed the best practices of Microsoft, aggregated the successful experiences and then figured out several good suggestions which are aligned with the real situation of Chinese high-tech enterprises.
