With the restructuring of telecommunications enterprise and extending of 3G licenses, China mobile, China unicom, China telecom have accessed into the era of full-service(mobile, fixed, broadband era) operators, the competition among enterprises becomes more and more fierce, so it puts forward higher request in enterprise management.Team, as the basic unit of enterprise, becomes one of the main factors to affect competition advantage. Its management level, work pros and cons have a direct impact on the whole situation of enterprise. Therefore, the practical problem facing the telecommunications enterprise right now is how to comprehensively improve the management efficiency of basic-level team, to make team work in a scientific and modern way.The author of this article is in a municipal branch company of china mobile. the company now has about 5,000 staffs and more than 400 basic-level teams. The company always attaches great importance to the team construction, but still not formed a scientific and systematic management system, so it results in a low efficiency of management that restricts the development of the enterprise to a certain extent.In order to improve the efficiency of basic teams management, the company established a special team (the author is one of the team members) to make a questionnaire survey among staffs in basic teams and carry out field survey in some teams.At last, they found out the basic team management status and influence factors of performance management team. They analyzed summary for the following five aspects.1.Plan management ability is still weak;2.Quality management has not became the mass movement;3.Teams of self learning organization should strengthen;4. Employees incentive methods should be more diverse;5.Need to establish a set of scientific field management system;6. The group leader lack of managerial skills. For the existence of the problems above , the paper combines the management of the "X Theory", "Y theory", "Z Theory", emphasizes the enterprise culture and people-oriented, researches into program management, quality management, learning management, incentive management, site management and leadership of the group leader, and puts forward the basic research team management effectiveness of lifting scheme. Each aspect elaborated its meaning, sums up the main management content, establishes relevant management, and recommends the template scientific management tools, and strives to make the plan has strong operability of telecom enterprises, play a realistic guidance to basic teams in telecommunications enterprises.
