In construction projects, it is very important for human resource management to guarantee the projects successful which includes organization structure selection , project manager selection and personnel performance evaluation.First, in order to solve some problems of organization in the construction projects, such as difficulty of collaboration, process based structures for organization are introduced by analysis of characteristics of organization and action in different phases of the projects and by comparing the projects with enterprises for human resource management.Second, demands for project managers are analyzed, and then a mathematical model for the manager selections is provided by synthesis of Fuzz evaluation methods and selection index, which makes selection more realistic and clearer.Thirdly, based on five principles and three relations of performance evaluation, a model is given by sysnthesis of Fuzz evaluation methods and performance evaluation index, which is helpful to encourage personnel very much.Finally, advantages of the above method that synthesize quantitative tools and qualitative factors is illustrated with an example in a constrction project of a steel enterprise. It is useful to enhance reality and fairness of human resource management and make the project successful.
