Compare the human resource management in Power construction projects totraditional model, having its particularity and also its generality. With thedevelopment of China’s electric power project management, and the theory has alsomade a great progress, gradually shift to the modern concept of project managementfrom traditional project management concept, pay more attention to study the use ofconstruction project management in people principle, stress people to be mostdynamic, the most active resources and factors, the rational allocation of humanresources is the key to achieve the goals of the construction project management.The Sandao town power construction project is to cope with the national keywater sports training base and comprehensive sports training base, which is preparingfor the2012Olympic Games in London, at the same time, is to cooperate with the“Twelfth Five-Year" Plan during the new rural construction and in order to promoterural economic development, the investment of the construction of the110kv powertransmission and transformation project. The period of project construction is twoyears, at present, the project is under construction and engineering, and the totalinvestment is14million yuan.In the process of building, it needs to obey the process of project managementand standard on the implementation strictly. As same as schedule management,quality management and cost management, project human resources management isan important part of project management. The performance management is the corelink of Human resource management system. Through the strategy establishment,target decomposition, performance evaluation and implementation, encourageemployees to continue to improve their performance, and finally achieve the strategicgoals. Elaborated on the research and current development of the status, introducing theconcept and main contents of the performance of the relevant concepts and the maincontent of the performance management, performance assessment methods, discussesthe implementation process of performance management, including performance andperformance evaluation, performance feedback, and the meaning of powerconstruction projects in human resources management, the main content and basiccharacteristics were analyzed.For the actual situation of the three town power construction projects, the projecttechnical staff and management performance evaluation index system, the use ofentropy-weighted Double Base Points Assessment to identify the impact the projectschedule, cost, quality key performance indicators, including the key indicators of thetechnical staff of key indicators for the10indicators of the quality of work, progress,results and management methods of work, personnel training, organizationalleadership and eight indicators, and then use the Analytic Hierarchy Process toanalysis the Sandao town electric power construction projects HRM performanceevaluation to explore the current project performance management implementation ofthe actual state, and at the end of the thesis put forward improvements to strengthenhuman resources management, give full play and to mobilize the enthusiasm ofpeople adhere to the people, strengthen the incentive constraints to ensure the smoothimplementation of the project, to strive for the completion of this project iscost-effective according to plan.
