Construction Enterprise Project Control Mechanism

Construction enterprises are a specific one in industrial enterprises for what construction enterprises produce or build are construction products. Compared with the products in other fields, the characteristics of construction products in the production process is prominent. A construction product in a construction enterprise is a project which is managed and controlled by project management department. The level of project management has a crucial effect on project benefits, which are the source of existence of construction enterprises. For a long time, because of the particularities of construction enterprises and its products, there are many difficult problems in the process of project management and control. One reason is the find of'project price', that is, discovering the truth of project benefits still has not been solved satisfactorily. The other is there is no systematic management and control measure. Whether to maintain the situation or not has been bothering the entrepreneurs of construction enterprises.This paper analyzes the problems existing in project management and control system, explores the solutions to the problems, and innovates the existing project management and control system.This thesis mainly in clucles following contents:1. The existing organization form of construction enterprise and the characteristic of construction process.2. Theoretical study on the existing issue in management control.3. The present project management control method and the existing problem in construction enterprises between domestic and overseas.4. Building the new management control system.5. Experimental efficiency of the new management control system.6. Existing issue of the new management control system and the brief solution.The study adopts the methods of individual interview, group interview, many investigations on the enterprise the author works for, comparison to the management and control systems between domestic construction enterprises, and demonstration research on the enterprise the author works for in the narrow scope.By means of the study, the author believes that the existing project management and control system in domestic construction enterprises must be innovated because many problems in reality can not be solved by practicing this system. Instead of confirming'project price' under administrative leading, construction enterprises should permit project executants themselves to find'project price', and give up the right to project management under administration control to project managers, so that construction enterprises can eliminate in substance the problems of the deficient project supervision, the poor effect of project management and control, the high costs of management and control caused by faulty incentive mechanisms, incomplete information, principal-agent problems, consequently, to realize the maximization benefits of projects and enterprises.
