Agent Construction System (ACS), which is an essential measure in the investment system reform in China, is an innovation in the field of investment and construction management. The main mission of control is to compare the implementing situation with the plan targets, and analyzing the compared result, revising and preventing the factors which are possible to differ, and realizing the overall target of the project.The emphasis of this article is to make the ACS unit to stick to the control principles of clarifying target, preventing in advance, managing dynamically and measuring effectively, through the research on the needed skills in implementing control.
