Implementing scientific management is the very fundamental requirement for the management of modern enterprises.Scientific management is devoted to mobilize the energies as well as creativities of workers.And the core of management is human-resources issue.At present,human-resources has already been the first resource for an enterprise or even for a nation.As a "live" resource, the combination of it and natural resources constitute the fountainhead of the wealth,moreover,human-resources plays a critical role during the process of wealth formation.Teamwork is a feasible method for an organization to run more efficiently. And it helps to make the organization using different talents of different people in a more reasonable way.Under various conditions,comparing to the traditional department structure or other forms of groups with stability,the organizing of a team is much more nimble and the reaction of it more prompt.Geological investigation units have undergone more than 50 years of the administrative system operation.Since they are engaged in the geological investigation work planned by the state for such a long time,the sense of state institutions was firmly settled in people's thoughts,therefore,this kind of organs are quite less market-oriented.And they are short of human capital development as well as the inner motivation of management for the enterprises in a real sense. Besides,the comprehensive management is simply equal to the traditional personnel management.Accordingly,the geological investigation units should strengthen team construction in the enterprises,foster unique corporate cultures, create the concept of human capital management,establish efficient evaluation systems for human capital performance and improve the incentive and restraining mechanism relating to human capital.This thesis applies the theories of team and human capital management to make a detailed analysis and research on the human capital management of the unit of Guizhou Non-ferrous geological investigation.All of this highlights its practicality,and this kind of management makes it possible that each team can use the limited talents to reach the optimum working order under the unified direction of the higher authority.On the basis of traditional researches on human capital management,this thesis puts greater emphasis on the establishment of team management.From individuals to organizers,putting the individuals under the management of the organization,and thus stresses the role of culture and team as well.With the concept of team management,the author wants to do some studies on the development of enterprises' human capital.The specific ways in the research take Guizhou Non-ferrous Geological Investigation Bureau as an illustration. And it make discussions on 6 sectors which including the improvement of incentive and restraining mechanism on human capital,the establishment of the basic policies of development and management of human capital,the improvement of systems of education and training,the establishment of efficient evaluation systems for human capital performance,qualifications construction and the application of the IT management to human capital,etc of the above-mentioned unit.The thesis puts forward measures such as talents training of this specific team,construction of study-oriented organizations and so forth. And it makes further studies on the IT management of the team's human capital, the qualification management of staff in construction enterprises as well as geological investigation units,moreover,the performance management of informal staff.It proposes the management concept of building "human capital" and concrete contents about rational allocation of human capital,making more investment in human capital,implementing efficient evaluation systems for human capital's performance.The whole thesis is devoted to help the human capital management of non-ferrous geological investigation unit being further improved,create the idea of human capital management in a real sense,spotlight on the existence of human capital,pay attention to people's work and the working people,reform the related property systems and management structure, make the labor force to be the real capital,solve problems in the implementation and operation of human capital management.We should take people as a dominant factor,cherish talents,respect talents,exploit the potential of human capital and achieve the greatest profits with limited capital.Meanwhile,the author also hopes that the outcomes of this thesis can also give some inspirations to those similar establishments.
