With the development of knowledge economy, the competition of the world textile enterprises concentrates on the talent competition. This thesis mainly studied the human resource of Chinese textile enterprises, using human resource management and development theories, combining with the actual situation of our textile enterprises, to put forward the solving plans to ensure the textile enterprise stand in the invincible position in the intense market competition.This thesis analyzed the problems which exist in the human resource management and development of our textile enterprises, using the Enterprise's Strategic Management, Performance Management, Trainee Management, People-based Management, Enterprise Culture and other relative theories, put forward the strategies of human resource management and development for our textile enterprises as following:(1) The enterprises should attach great importance to the talents and use strategic management thought to manage the valued human resource, assuring the human resource management strategy match with the enterprise's strategy, in order to make the textile enterprises run and develop in the fierce market competition.(2) Building training system oriented by the learning organization. Through planned training, the employees can learn knowledge continuously and possess the capability to competent in their work and increase their potentiality to qualify for more important position. The employee development will advance the technical innovation and realize the rapid development of the enterprises.(3) Making human resource management dynamic performance appraisal modules. By building and using dynamic performance appraisal modules to manage human resource scientifically, the enterprise can really instead "Equal pay for equal position" by "Equal pay for equal work" to mobilize the employee's enthusiasm, initiative and creativity thus improve the enterprise's efficiency and realize the goal.(4) Building up the concept of Human-oriented and establishing distinctive enterprise culture. Combining the actual conditions of textile enterprises and establishing Human-oriented enterprise culture can mobilize the employee's initiative and creativity, promote the technologic and economic strength, establish and start up employee's encouraging and restraining mechanism and speed up the development of the enterprise.
