With the development of modern information technology represented by thecomputer software engineering and internet technology, knowledge-driven economicera brought fundamental changes to the modern enterprise in such aspects asproduction, management activity ways and everybody's work and life. Thesechanges are displayed in the fast integration and improvement of the mankind'scollective creativity in the knowledge-driven economic era firstly. Thus, the speed ofknowledge innovation is obviously accelerated while the speed of knowledgedepreciation is strengthened notably. Then, the changes also brought newdevelopment and variation tendency to the enterprise's management practice andpeople's working life. All these decide that the organization and individual who isgood at study is the end winner in the market competition of the knowledge-drivenera. So modern enterprise must improve, perfect and develop oneself constantly,must improve its study ability constantly in order to occupy the first chance in themarketing competition and establish an unassailable position. On the basis of studying the fundamental theory and establishment model oflearning organization thoroughly, this essay discover that although the thought oforganization study and learning organization has been put forward by 30 years,sizable progress of the theory research and practice implement of learningorganization has been made, the problem of establishment of our learning enterpriseand HRM while establishing the learning enterprise is still the problem needing tostudy further. So the relationship of HR and organization learning is discussed firstly,then, the establishment route of the learning enterprise which is suitable for ournational condition is proposed. Because of the particularity of the learning enterprise,the improvement of its study ability is the focus aspect of improving the humancapital, this essay integrates the human capital improvement with the learningenterprise establishment, structures the human capital improvement model oflearning enterprise, discusses the HRM principle and the role localization of humanresource administrator in the process of learning enterprise establishment. At last, the HRMS scheme of YUXI tipping-paper factory is introduced as acase in order to offer some reference materials for seeking the best scheme of HRMwhile establishing our leaning enterprise.
