A Study On The Socialization Management Mode Of Pre-entry Classification Under Customs Supervision

The thesis makes the study on exploring a win-win way of raising Customs supervision effectiveness and reducing enterprises logistics costs through establishing a socialization management mode of pre-entry classification, under the circumstances that the conflicts between the limited Customs classification resources and growing demands of pre-entry classification from enterprises turn out more and more intense with the development of international trade.This thesis introduces the background, content and basic principles of business process reengineering theory,learn from the successful experience of government of U.S. and Australia reengineering affairs process by Internet technology,induced some experience of success and failures in recent years that China Customs has in affair process reengineering, obtained a five-point conclusions about the condition and foundation of the application of the process reengineering in customs administration.The thesis then makes a detailed overall analysis on the meaning of pre-entry classification, previous mode and the influence on Customs as well as enterprises, with the figuration of operation processes and explanation in detail. To compare the effectiveness of the processes of the enterprise, the thesis designs the "Number of process efficiency," as process reengineering and benefits after the time of the standard dual-target evaluation. After estimated by actual measured monthly data from an auto parts company in Waigaoqiao Bonded Zone in Shanghai, taking pre-entry classification mode can help enterprises raise the Customs clearance effectiveness and reduce logistics costs.The final part of the thesis analyzes the achievements of the socialization mode of pre-entry classification and the importance of further promotion. Along with that, the thesis also points out the potential problems and provides resolutions as well, including feasible system support. The creation in the concept and methods about socialization mode of pre-entry classification raised in this thesis will become an operative way of reducing Customs execution risks and logistics costs of import and export companies.
