Research On Countermeasures For Postal Universal Service Compensation Work

In modern society,the post industry is the traditional basic public service industry of the country,and has been responsible for the important task of information transmission.It plays a more and more important role in the development of the national economy.In January 29,2007,China Post Group and the state post administration were set up respectively.China Post realized the separation of government and enterprise,and ended the situation that the Chinese postal service was both the implementation department and the supervision department for a long time.After 2009,China as the world's largest postal network was included in the world record society of China.As a traditional basic service industry,postal service plays a very important role in the development of national economy.With the continuous development of social economy and culture,the relationship between the development of the postal industry and the development of the whole society is becoming more and more closely,and has become a force point in the development of the economy and society.Although the postal service is a traditional communication industry,it is closely related to the social and economic life today.It still bears the responsibility and obligation to provide universal communication services for every citizen.It is still a pillar industry of social and economic development.Because of the nature of the state owned enterprise itself determines the dual functions of the society and economy which can not be avoided,in this case,the postal enterprise has a dual form of public welfare and competitiveness.On the one hand,the postal enterprise,as a state-owned enterprise,needs to undertake the obligations entrusted to it by the law,that is,to provide the most basic universal service for the masses of the people,on the other hand,to pursue the maximization of social benefits and to bear certain social responsibilities.At the same time,the postal enterprise is also the main body of the market,facing the cruel market.Contention,taking the maximization of economic interests as the goal,bears certain market risks.Under this background,the postal enterprises,which are required to maximize the economic benefit and maximize the profit of the enterprise,must solve the problem of losing the loss caused by the universal service.Therefore,under the present circumstances,it is particularly important to better carry out the work of universal postal service compensation.In this case,the government has also established some compensation measures,and has tried some incentive mechanisms,such as giving financial subsidies and granting postal franchise.From the perspective of the study of postal universal service compensation,its theoretical significance is also very important.From the domestic research,the systematic theoretical results are still deficient,and the conclusion is that the perfect compensation strategy should be based on the internal cross subsidy of the post,the external subsidy of the government is supplemented,and the external conditions are ignored.In particular,there is a lack of research on the influence of economic development factors,natural environmental factors and traffic conditions on the post general service work.So far,the market-oriented reform of postal enterprises has been carried out for more than ten years.By combining the experience and lessons learned from the previous reform with the national conditions of our country,on the basis of the original universal service,the universal service mechanism which meets the needs of its own development has been gradually established.China has a vast territory and a large population.Because of the uneven development of the region,the difference between the two yuan in urban and rural areas is very significant.These problems have caused great difficulties in the implementation of universal service,which makes the contradiction between the quality of universal postal service and compensation more prominent.Therefore,in the process of carrying out universal postal service,the service guarantee of high cost areas and low-income groups in remote areas,such as areas and rural areas,which are backward in economic development,should be given continuous attention and certain consideration.In the present free market competition,the government finance support and the regulation of the market mechanism should be used to do a good job of the postal service.The universal service compensation work has very important practical significance to study how to establish and perfect the implementation mechanism of the postal general service compensation work and to establish an effective and effective postal service guarantee system.The topic of this paper is of guiding significance to the specific implementation of postal universal service from both theoretical and practical perspectives.Therefore,it is necessary to study the work of universal postal service compensation from both theoretical and practical levels.In this paper,theoretical research and empirical analysis,qualitative description and quantitative analysis,field investigation,literature analysis and other research methods are applied.On the basis of combing and summarizing the relevant documents of postal service both at home and abroad,the concepts and theories of universal postal service and the compensation mechanism of universal postal service are discussed in detail.Secondly,this paper analyzes the existing problems of the current postal service compensation in China,and concludes that there are some differences in the different ways of compensation because of the different regional natural conditions and economic development factors.In particular,this paper,taking Tibet as an example,adopts comparative analysis and field investigation,and combines the actual situation of the general service supply of postal service in Tibet,and finds that the postal service is closely related to the economic and social development of Tibet.The innovative focus is on the government financial subsidies as the main compensation mode.The influencing factors of the high cost area and the allocation plan of the financial subsidy funds under the action.Finally,on the basis of the research results of Tibet as an example,this paper gives an in-depth study on the compensation work of the general postal service,especially the countermeasures and suggestions for the backward areas with economic conditions.The government should give full play to the leading role of government intervention,fully fulfill the responsibilities of the regulatory authorities,increase the financial subsidies,improve the calculation and distribution scheme of the compensation fund,increase the investment in the universal postal service infrastructure,improve the legislation enforcement,guarantee the postal franchise,and establish a universal service fund to reduce the income of the general service.In order to ensure the efficiency and quality of the general service supply,the compensation mechanism of the population will ensure that the compensation mechanism plays a proper role in the universal service of postal service.
