A library is one of the important guarantees for high qualities of teaching and research in colleges and universities. However, college libraries have been tied up under the conventional systems of human affairs and resources distribution for a long time. The occupational reputation, social position of the libraries in China is comparatively low, which is not attractive to the qualified, top talents and professionals. In particular, little attention has been paid to the human resource, the labor is thought of as the cost, and the employment mechanism to attract talents is in short. In recent years, the research of human resources management of academic library has become an important issue in practicing the theory of library management in our country. With the total condition of the libraries in common colleges and universities and the combination of their experience in foreign library, pointing out the administration of human resource oriented is the necessity trend of the national library administration, putting forward then engagement, the utilization, the training, the examination as well as encouragement mechanism of the library staff, at the same time, addressing the detail strategy of strengthening the librarian's training and improving the librarian's system and so on.
