Forest fire will bring great destruction to forests, which not only destroy a lot of forest, ruin the natural environment and ecological balance, but also is a threaten to people's lives and property, resulting in huge losses. Because of the extremely complex process, how to use modern science and technology to solve the problem of protecting forest from fire, to improve the efficiency of forest fire management and modernization, to support the forest fireproof with scientific and reasonable suggestion is very significant. With the rapid development of GIS technology, using GIS technology to solve practical problems in forest fire prevention has been widely used. Spatial data management, spatial query and spatial analysis, are the most important function of GIS. These features which meet the special nature of forest fire prevention, can work out the forest fire-related business easily and quickly, change the fire management from routine to the digital way, achieve leap-forward development and improve the scientific and technological level.This paper focus on the significant scientific and technological project of Science and Technology Department of Heilongjiang Province-the critical technology research applications software for digital forestry-the subsystem of the Forest Fire Prevention Management System-GIS, takes Tahe Forestry Bureau as the research base, builds a Forest-Fire Prevention Geographic Information System, which is based on ArcGIS Server.According to the natural geographical conditions of Tahe Forestry Bureau, This paper summarizes the development status of forest fire prevention and GIS at home and abroad, studies the key technologies of the ArcGIS Server platform deeply, discusses J2EE technology, MVC schema and JSF frame deeply, and elaborates the system design and implementation. In this paper, the system is layered by J2EE architecture, develop the system by using the standard JSF and Java ADF, process and organize the spatial by using Geodatabase data model, unified integrates the spatial data and attribute data in Oracle 10g by using ArcSDE-spatial data engine. This paper ultimately realizes the forest fire prevention geographic information system based on ArcGIS Server technology, J2EE standards and the JSF framework, under B/S circumstance with the functions of spatial data management, comprehensive query, thematic figure show and publish, fire location, buffer analysis, etc.
