The third generation mobile communication technology is the current advanced mobile communication technology. Under the status of wireless communication's market ,China Mobile Communication Company need to develop the 3G network. WCDMA is mature wireless technical standard which the GSM network may transit smoothly at present, so WCDMA is the best choice for CMCC.In this paper, the development situation and application status of mobile communication technology at home and abroad are studied firstly. Then, according to the 3G traffic model, signal coverage target, network operating quality requirement, and user growing scale from 2008 to 2010, the pre-plan for 3G wireless network is established to meet the signal coverage and network capacity requirement in Luoyang. The design of this pre-plan, which uses the WCDMA wireless network planning method and process, is based on the analysis of BTS data reconnaissance and BTS address sharing requirements. It is satisfied with the actual physiognomy and the distribution of 2G network. To make the pre-plan be performed properly, a primary system design is employed and will be carried out step-by-step. That is to say our target for year of 2010 will be finished in three years according to the design schedule. The design of the BTS quantity and distribution is the most important part in the 3G wireless network planning. It directly guides the following purchase of the main equipments and the improvement of other accessorial devices. An excellent pre-plan can enable the Bidding process for main equipments go along soon after the 3G license is granted, thereby laying a good foundation of the further 3G network construction and optimization. In this paper, Monte-carlo statistical method is adopted to simulate and analyze the user distribution. This simulation is repeated more than fifty times using a random user distribution. The result shows that the target can be met using our pre-plan for the 3G network construction of Luoyang.In the end, the prospect of this pre-plan is described according to the principle of code selection, the relationship between 3G network construction and that of 2G in Luoyang, the difference of TD-SCDMA network planning compared with WCDMA, and the promising outlook of 4G network.
