As one kind of new wireless bandwidth access technolgy, the WiMAX technology has a growing development in the telecommunication industry through higher data rate ,advantageous NLOS coverage ,flexible network deployment and so on in this day and age. It will provide important support for building up,upgrading,expanding the wireless network by reresearching deeply the design and implementation of WiMAX radio network planning,meanwhile,it is the basis of upgrading ,expanding of the operators' network.Now that the 2.4GHz spectrum has been officially used in the TD-SCDMA system in China ,the WiMAX system has to adopt the 3.5GHz spectrum.So it is very crucial theme to design and plan the WiMAX radio network.In fact, WiMAX has some special characteristics in terms with of the design and planning as well. For the sake of enhancing the cell throughput ,it is very important to decline the interfere as extensive as possible ,and assign the frequency resource as reasonably as possible,at the same time ,keeping the constant stable RSSI in the terminal.It is the ultimate objective of the design and implementation of WiMAX radio network planning.The paper set forth how to finish the planning by one operators' network design .According to the aim of the system building ,the building principle ,the need analysis and the structure of the network ,confirm the way of the planning ,get a detailedly design ,as the following:the frequency plan, the coverage analysis, interfere analysis ,the capability analysis.The paper introduce the content ,the programme ,the way and so on through the test process of one operators' network and provide some direction for the future WiMAX networks.There are several features in the paper .Firstly, predicting the cell coverage radius by the SUI propagation model,which is basically identical to the test data .Secondly ,the beneficial coverage is largly due to a rational frequency plan solution in a plan.Thirdly ,the NLOS problem is dealed with adjusting the height of the CPE antenna in the process of testing .Above all,it combines the theoretical analysis and practical engineering apply ,and afford to some reference to the future wireless network planning and design .
