When New China was founded, our county set up the highly concentrated and unified socialist publishing industry, 1980s we began to carry out the reform and opening-up policy, our media mechanism had been remained, the publication of the original system of planned economy is no longer adapted to the requirements of a modern market economy, the development of the publishing industry in urgent need of reform and innovation. In 2002 after China's accession to the WTO, we external opened the domestic market, after 5-year period of protection publishing market faced fierce competition at home and abroad, this is a opportunity and also a challenge for our publishing industry. How to survive in the market for development is a very important issue for our publishing industry.The reorganization of China's publishing industry started in the last century of the publishing group, we use an executive power of the region driven by the publication of resources. The reform on publishing groups starting in 2004 signs the system of administrative structure enterprise management is gradually coming to an end. In 2007 we had a try on acquiring and restructuring the publishing industry cross-regional and cross-industry, this essay was based on enterprises as the mainstay of the market behavior. With the reform of the deep construction of the group, we have found that there're a number of problems encountered in the reform, for example how to ensure the loss of state-owned assets, the problem of changing the identity of employee, how to maintain a balance between the social and economic benefits and so on, these problems hindered the pace of reform publishing groups, so we must try to find out a solution to the problems.This article would like to comb through the macro-structural reform process in China publishing, focusing on Hubei Changjiang Publishing and Media Group Co.Ltd restructuring cases, analyzing the problem in this company's change and studying the corresponding solutions, so as to promote and improve the research of publishing group. In chapter one, the main chapter of this article pointed out that the motivation and significance of research, and I will explain the theory of modern enterprise system. In chapter two, I will sum up the process of restructuring China's publishing and introduce the publishing industry in Hubei Province; these can give a research background for my article. In chapter three, I mainly analyze the system model and stages of Hubei Changjiang Publishing and Media Group Co.Ltd. In chapter four is the records of the company after the reform achievements. In chapter five I research the company's restructuring problems and countermeasures in research, this part is the focus of my article. Restructuring problems and the available measures can be divided into five areas: (1) The problem of changing the identity of employee, reasonable settling employees is the most important thing in the company, we must flexible to different situations and just treated them differently, stabilizing people's minds and cost least, in addition, we also must recruit the talents to ensure that the core of the development of the main group; (2) The building of board of trustees and the building of enterprise management, to improve the board structure we must recommend more outside directors and independent directors, I suggest the group use model matrix management organizations because it's suitable to the needs of the developing group; (3)The problem of capital operation in publishing industry, now the group can use three methods - market financing, domestic mergers and asset integration and cooperation; (4) Main part of publishing industry needs revitalize and innovation, first of all, I suggest keeping the development of supplementary materials, secondly we must keep on creating other book brands; (5) To create a whole and new business culture, first we should establish a new corporate values and then strengthen the building of enterprise culture.
