Electric power telecommunication net is built for ensuring electric power system to running safely and steadily.lt is called one of the three pillar for power system stability, in which the other two are eletric power safty and stability control system and automated scheduling system. As network technology prospering nowadays, it becomes the foundation of automated scheduling, market-oriented operation and modernized management of elecric power grid.it is the major means for assuring power grid running safely, steadily and economically and the important infrastructure of eletric power system. As the eletric power system strictly requires the reliablity of communination, rapidity and accuracy of information transferring, safety of electric power system becomes the key issue. This paper focus on design of power system operating scheme through risk analyzing, multiple model building and utilzing of several technologically means.First, the current situation of power system safty is analyzed, i.e. safty risk in all levels of power system is analyzed and evaluated according to the demands of safety and construction of power system network communication.With the results the influence and threat to power system communication network is assessed.Secondly, according to the assessment results and power system communication related standards the power system communication network construction goal is formulated and solution design basis and principle is formed in a normalized framework that fullfill the requirements of both current and future power communication network. Then P2DR2F model is analyzed and elaborated under certain standards.Lastly, according to the overall solution design the electric power system communication safty solution is discussed in detail subjects such as data collection, current state of technology development and theory, thus respective model of the solution details is acquired. In accordance with the solution implementation progress the IDS issue is mainly described, the form and solution of IDS model utilized in various scale network is analyzed and planned.And that is also the key point implemented through out the working on this paper.
