Knowledge Transfer Benefit Evaluation In Library Consortium Environment

As a specialized agency of social knowledge organization, if the libraries want to adapt to the new social trends dominated by the knowledge-based economy, they should pay close attention to the links between knowledge transfer and library practice, and constantly explore the individual, the alliance and other eco-mode library knowledge transfer mechanisms and laws. Through its internal and external knowledge and resources, the libraries carry out a variety of discovery, excavation, selection, integration, storage and output, etc. Gradually establish library knowledge transfer system, and reach the purpose to increase the users to access, share knowledge resources and innovative capacity of the library process.By literature review of the origin and content of knowledge transfer, the status quo of knowledge transfer at home and abroad, the definition and nature of knowledge and knowledge transfer. This paper get a glimpse of the different views of knowledge transfer and knowledge organization from the domestic and foreign scholars, and get more text basis for the research on knowledge transfer benefit evaluation in library consortium environment.Our first concern is knowledge transfer under the library consortia environment, as well as design principles of knowledge transfer efficiency evaluation. According to the design principles of benefit evaluation and the definition of knowledge transfer, content, objectives and related activities, from the flow of knowledge and collections of resources, personnel flow, environmental flow and knowledge transfer in terms of the cost of four library consortia environment, knowledge transfer elements of the various effects analysis and comparison. Construction of library consortia environment, knowledge transfer efficiency evaluation of one, two, three indicators are used and expert investigation method and AHP hierarchy analysis method, and determine the weight of each index. The actual calculation of the number of levels, weight, build a library consortia environment, knowledge transfer efficiency evaluation index system. Studies have shown that construction of knowledge-sharing platform, staff's competitiveness, librarian communication with users, knowledge base hardware status and management quality are important to knowledge transfer efficiency evaluation. The advantages and disadvantages of knowledge-sharing platform have a direct impact to the environment of knowledge transfer, knowledge communication channels, knowledge innovation, speed, knowledge-sharing capabilities and knowledge transfer efficiency. Through the study also found that library staff is the library's most valuable knowledge assets and the only sustainable competitive advantage. The competitiveness of its library staff are the important factors of knowledge transfer in Library Consortium Environment. So, libraries must continue to maintain, develop, organize and use of employee skills, strengthen human resource management, improve staff quality and capacity, in order to improve the effectiveness of knowledge transfer library. Therefore, the library should be strengthened to pay special attention to these important factors to enhance investment in order to improve the efficiency of knowledge transfer and enhance knowledge transfer efficiency.Through the above exploration, this paper enlightens the author to study eco-mode library consortium study on knowledge transfer. It is a reasonable attempt to establish a relatively complete knowledge transfer efficiency evaluation index system, in order to help library managers to develop its knowledge management strategies, and benefit the qualitative and quantitative research of knowledge transfer-based library management.
