Project risk management is an important aspect of project management comprising nine knowledge systems, and plays an important role on the project execution and successful delivery. With the introduction of new technologies and services into mobile communication recently, the cycle, complexity and uncertainty of mobile wireless communication projects increase. Adopting project risk management in communication projects allows system engineers and project managers to take the correct and effective measures to prevent possible risks during the project construction, follow the risk recognition methods to avoid risks and minimize the possible loss. In addition, the research on risk management and the experiences from past projects provide directions of practical meanings for risk management in future projects. Given the development of 3G networks, the activity of merging cable/internet/telecommunication networks, and the scope of twelve-fine national project, the operators quicken the pace of communication network deployment. Therefore, performing research on risk management on mobile communication projects is critical for providing guidance in practice.By applying the theory of project risk management and combining with personal work experience on Beijing Mobile's dsmp system on capacity hazard handling, this paper discusses risk planning, recognition, analysis, handling, and monitoring, and applies the common approach of "key path method" during project planning into the practice and application of risk management. This paper aims to provide meaningful reference for construction of mobile communication systems comprising Oracle database, disc storage arrays, fiber communication, fiber exchange server, small basestations, etc.
