"On the Deepening System Reformation in the telecommunication fields" issued by Ministry of Industry and Information Technology, National Development and Reform Commission and Ministry of Finance, a recombination in the line of telecommunication in our country was launched. As continuous development in business line and scope, contract management is becoming very important and complex. According to a basic statistics, a total of 500 000 contracts of various kinds were signed in our company. The old mode does not meet the requirement for contract management in new working modes. In order to improve work efficiency, it is needed to develop new contract management system to replace the old one. So a wholly new business management system, The Contract Management System was emerged as the time require in the above environment. The author himself mainly took charge of investigation, requirement analysis and design of the project.By analyzing the state of exiting contract management in our company, the article investigated and found out the problems and lacks, did requirement analysis and proposed some new requirements, then worked on the design of processes for contract template management, contract drafting, contract proving and contract implementing. It is of great significance to product operation, cost control and risk prevent. It includes contract model, contract drafting, contract proving and contract implementing.The investigations for the system was started in 2009, and requirement analysis and function design was finished in the middle of 2010. It is predicted that to make an experiment in situ and to extend to the country all over would be in 2011. It has obtained an consensus in the personnel of different grades in the company that the requirement analysis of system and the system design conform the practical management.
