AGRS Management And Decision-making Support System

At present, China Aero Geophysical Survey & Remote Sensing Center for Land and Resources (referred to as "AGRS") mainly use the stand-alone version of Excel and Access database to manage contract in the way of manual and man-management. The subject is a part of information technology project of AGRS, and implements the drafting, registration, distribution, execution of contract manage, such as networks process management , which bases on the role of the control, data sharing, data dispatch of classification, and combines with Project Management, Quality Management, Personnel management, and provides Data Analysis System with the basic data.The following modules of Contract management:(1) Contract Information Management: the management of contract-related documents, such as national laws and regulations, the Bureau of the Department, the Center provides a model contract, etc.(2) Contract Drafting and Application and Approval: including the drafting and approval of application forms.(3) Contract Registration: a unified registration of the contract, and the management of official documents of the contract.(4) Contract Dispatch: the distribution of contract, access to authorized contracts, records and logs.(5) Contract Implementation and Supervision: to carry out supervision of Contract Execution, Project Implementation and funds availability schedule and to manage on a regular basis summary of a list of contract dynamic management.(6) Contract Modification: include drafting and approval of application forms to modify contract and making decision about contract status.(7) Statistics and Inquiries: to provide a unified platform for statistics and inquiries and to quickly make statistical tables of Quality System.The present system uses Struts + Hibernate Framework. View introduces Struts Framework which bases on MVC Pattern; Business uses Agent Pattern and JavaBean; Data Persistence adopts Hibernate Framework to operate Oracle database; and combines with Ajax Technology and iText, DWR, JFreeChart, such as other popular open-source technology to expanse features. The entire Management System is built on the development platform of Eclipse / MyEclipse.In the process of System Design, PDF Template solves adaptive problems of printing contract documents; Quartz Open-Source Technology clean up temporary files from time to time, to improve system performance; Storage Procedure realizes dynamic query and statistics.The system has been in the test in AGRS, and import a few years of contract data into this system to run and debug. It meets the needs of design and realizes the aim of project design. The operation of the system greatly enhanced the efficiency of the process of Contract Management and standardizes the management of Contract Process, which will upgrade its level of Informatization and Management of AGRS.
