With the increasingly widespread application of optoelectronic products, product R&D project management techniques in general become the bottlenecks of optoelectronics manufacturers in their survival and development. An optoelectronics manufacturer with certain of R&D strength has a wide range of large quantities of the annual R&D projects. During the execution of these R&D projects, enterprises need to standardize the implementation process for various projects, to easily manage the large number of technical documents, to ensure that the project schedule, cost, quality achieve the intended plans, and to optimize the allocation of corporate resources, etc., which could improve project management and market competitiveness.Product R&D project management technique research aimed at using project work breakdown, schedule control, cost control, quality control, and multi-project resource optimization technology, to set up project manage platform in goals enterprise. This platform is based on information technology, Web technology and database technology and so on. The platform helps enterprises to shorten project duration, reduce project costs, improve project quality, ensure document security and optimize technology resources. To solve above research problems, this paper has done something as follows.(1) Study the project work breakdown technique and product characteristics of optoelectronics manufacturers, established product R&D project work breakdown model based on WBS technology. This model is the basis of project schedule management, cost management, quality management and enterprise resource optimization.(2) Analysis and study the technology and methods of project schedule management, cost management, quality management. And find out suitable approach for each of the three, which is schedule controlling based on network graph, cost controlling based on network graph, and quality controlling based on flow charts. At one time, propose the activities'cost optimization method and resources'cost optimization method.(3) Analysis the current project management situation of goals enterprise, then find out the shortcuts of the situation and targets for improvement. Establish data models of the main functions of project management system, which base on information technology, Web technology, database technology and software engineering theory. The models will support the development of project management system.(4) Finally design and develop the Web-based project management prototype system, which bases on project management requirements and targets for improvement. Then introduce the operating environment and design ideas, which verify the operability of research in this paper.
