With the development of seafaring, safety becomes more and more important. COSPAS-SARSAT system of GMDSS plays a key role. EPIRB which is part of the system directly related to safety of shipping. According to the agreements, ships need to be tested annually and EPIRB tester is the main detection instrument.EPIRB tester was mainly produced by foreign countries, which was not so cost-effective. But there were less research in our country. The paper designed the EPIRB tester based on software radio and S3C2440. Because the board operated at high speed, reflection and crosstalk might happen. So when PCB was designed signal integrity must be considered to improve success rates. LineSim was used to simulate before place and route and BoardSim after.The paper introduced EPIRB protocol and theory on signal integrity that contained transmission line, reflection and crosstalk. The hardware was designed based on protocol and signal integrity, which comprised RF and motherboard. With help of HyperLynx, the PCB was finished. Meanwhile, reflection and crosstalk of high speed parts was confirmed, including USB and SDRAM etc.
