With the rapid development of China's economic, the speed of implementation of national defense modernization is also accelerating. In recent years, great importance is attached to the construction of troop combat readiness and rapid response capacity at all levels. In accordance with the relevant requirements of the headquarters, combat readiness of military roads should be built outside the battalion in order to facilitate the dispatch of emergency units and military exercises. Because of the lack of talents who mastery road construction technology in the army, and the construction technology is also backward, the program needs the local government's help. Surveys and practice shows that there are many questions in the construction quality of the asphalt concrete military road, which also affect the performance of road usage. The main problem is that every aspect of management efforts on non-detailed and is lack of comprehensive and systematic quality control method. How to avoid construction material waste as far as possible, set up efficient flow of construction, configure the resources reasonably, strengthen the teamwork and control all things on the construction site are the most important questions for the troop combat readiness of highway construction. In this paper, we make the military highway projects with a relatively easy production process as a breakthrough point, tying to explore the advanced scientific management model. From the owners point of view, this article applies the idea of scientific management to the quality control of asphalt pavement construction, in order to ensure the stability of the quality of road construction.In this paper, first of all, we make the combat readiness of asphalt concrete highway projects in a certain unit of our army as a reference point, exploring the applicability and necessity of the scientific management for the highway projects. And in accordance with its own characteristics and requirements of proposed construction projects, putting forward the connotation of scientific management for the project construction and making an analysis of its scope of application. Second, we set up a project management system suited to the scientific management system, not only making the system can really play a role, but also bringing changes to the highway project management. Using the operating mechanism in the scientific management system to achieve continuous improvement. Using restraint mechanism to implement a clear duty. We can get the benefit from everyone's responsibility. Also, we should assure the implementation of rules, set up accountability, define objectives, set up scientific management awareness, change the feedback control based on planned control with control mechanism, set up flexible and agile control mode, achieve the simultaneous development of control and pre-control, rely on the encourage mechanisms to change the constraints of the traditional production mode in the construction, mobilize the enthusiasm of staff, shape the atmosphere to encourage innovation and develop a perfect reward and punishment system. Finally, we make the military asphalt pavement construction as an example, based on the analysis of the methods of management of every construction processe in the construction, we choose the PDCA management approach as the focus of research. We do the research on their construction site management and verify the effect of scientific management, trying to prove that the implementation of scientific management can bring better economic benefits for the military highway projects.
