The level of development of the national defense science and technology is highlyaggregated by the latest achievements of modern science and technology, linked with alarge number of defense projects.The implementation of each is a huge project, andevery stage is indispensable. However, from the operation of many defense-relatedresearch institutions and development situation of military research projects, there existmore or less problems. From the point of view of project management, the control andmanagement of the research process has become one of the core issues. Therefore, theeffective management of the research process of military projects is an important issuethat we face.Long estimation and extended duration of the project are two frequent phenomenain project management. The modern project management requires a schedulemanagement method of higher certainty, stability and feasibility, especially in militaryresearch projects. Key chain theory is introduced to S ground control system of XXInstitute of military research projects. Control of R&D process and schedulemanagement of military research projects has been comprehensive introduced. Wehave clarified the special environment for the growth of China’s military researchprojects and the differents from other research projects. Additionally, we found criticalchain method is suitable for the management of the military research projects, whichcan alleviate or even solve the chaos that the XX Institute military research projects iskind of people management. At the same time, it ensures that the project can bedelivered on time or even advanced, and provides a reference to other military projects.According to the comparison of traditional management methods and criticalchain method, it reflects the rationality and effectiveness of the critical chain method.,It can reduce the variety of factors that cause project delays by critical chainmanagement, such as student syndrome, Parkinson’s disease, and uncertainties. Byusing buffer management, we have a scientific preparation of project plans, effective monitoring of project status, and achieved desired effect.
