Applied Research, The Scientific Concept Of Development In The Highway Network Planning

Following the times step, based on the intension of the Concept of Scientific Development and the characteristic and contents of highway network planning, the paper studied systematically on how to carry out the Concept in highway network planning according to the research clue of traffic system - highway network planning — highway network layout.The paper analyzed the purpose of the people-oriented of traffic development, set up the methodology of traffic system's scientific development, including the traffic overall development theory, the traffic Coordinate development theory and the traffic sustainable development theory. In which, the traffic coordinate development theory has reflected the fairness in the same age but different space region (lateral development) ; while theory of traffic sustainable development has reflected the fairness in the same space region but different age (longitudinal development). Applied the methodology, the paper discussed preliminarily theintension, mechanism and goal systems on traffic system's scientific development. After the systematic analysis of idea of highway network planning under theConcept's guidance (subjective background) and the development environment in future (objective background), the paper set up the completive theory system of highway network planning under the Concept's guidance, including planning concept, thought, method, content, modular; expounded and proved that the key to implement the Concept is to establish highway network functional planning thought, overall coordinative planning thought and ecological planning thought in the planning of highway network planning ;conducted in-depth research for the appliance of the Concept in the four important planning modular, which is scale prediction modular, layout modular, comprehensive evaluation modular and construction arrangement modular.Applying the above method system of highway network planning, the papercompleted systematically the highway network layout design and optimization under the guidance of the Concept. The paper has put forward the improved node important degree and the improved node functional level-division; raised the layout method and clue which applied the improved layer spread out the layout method to complete the preliminarily scheme layout based on function, got the layout result of arterial, collector and local highway, and then carry out the layout optimization under the guidance of the Concept. The paper analyzed emphatically layout optimization clue of important passageway: capacity expanded of single highway and multi-line highway design, the idea that construct the prepared freeway for arterial highway in the lagged area. The paper has given the specific example by means of layout of arterial function level highway network in Liaoning province.
