Research On System Development Of The Post Evaluation Of Scientific And Technological Projects In Transportation Construction

With the end of numerous Western Transport Construction Technology Projects and the transformation of scientific and technological achievements, having an evaluation and analysis of the investment results and comprehensive benefits, has caused wide public concern of the relevant government departments. However, without the support of the hardware and software environment of science and technology project management, the development of post project evaluation will not be a success. Besides the organization of post project evaluation, more advanced techniques and tools are in urgent need. Therefore, using the network system development model to promote the development of post project evaluation and provide a network platform for management department which involves in post evaluation and project management, is an effective measure to improve Performance Management of science and technology project.By sorting out the relative study achievements of post project evaluation at home and abroad, on the basis of definition of Transport Construction Technology Projects'meaning and related features, according to the results of Logical Framework Approach to have level analysis and vertical and horizontal directions'logical relation analysis and the category construction of the science and technology project index system, this article designs an score sheet, realizing the operational transformation from index system of research level to system platform of operational level. And then starting from the problems faced with at present, this article analyzes the requirement of the system development, designs the system development program of post project evaluation, analyzes the key technical problems in the system development process,and proposes solutions.According to the above analysis, several conclusions are drawn. The construction of the index system of post evaluation of scientific and technological projects in transportation construction, should apply the way of the combination of general index and special index, to meet the requirements of the development of open system. By target decomposition, it puts forward the system design concept framework, which is divided in four stages——early development analysis, theory study, operational transformation and system detail design. This research designs a Stand-alone comprehensive post evaluation system version and an Online experts grading system version, as the external extension of partial functions of the former. They together realize all the functions of the post evaluation of scientific and technological projects. On the basis of this, it analyzes the design goal and the framework of the two systems in turn, expounds the function and implementation method of each module, so that it achieves the target of the post evaluation system.
