With the rapid development of our economy, the increasing requirements of freight services, and the impetuous increasing of freight container traffics, the existing infrastructures in ports are withstanding great pressures. Nowadays, three hinge container port groups have been formed in China: the north, the east and the south. In pursuit of the scale effect, the adaption to the increasing traffics and the leading predominance during the future competition, the three groups have been enlarging the new-builded port infrastructures.Without doubt, the new infrastructures can be effective to increase the throughput capacity. But, except the long peoriod of wharf construction, the investment is high and the investment risk is great. Also, it has been an important problem of how to increase the throughput capacity based on the existing infrastructures and the optimum of the internal systems.In view of the configuration of the machines in the container yard, it is the traditional mode using the rubber-tyred gantry cranes or the rail-mounted gantry cranes. It is a new problem of how to increase the handling capacities in the container yard by the optimum configuration of mechanical equipments. Therefore, this thesis presents a new mixed configurating mode, i.e. intermixing rail-mounted transfer crane with standard rubber-tyred gantry.With the research object of Chuanshan container port in Beilun, the thesis combines the qualitative analysis with the quantitative analysis for the techno-economic verification of three kinds of configuration modes in order to determine the optimum mode. With the qualitative study, the thesis has made the analysis of how to choose the appropriate facilities, mainly by means of considering the following factors such as the yard model, analysis of present situation and growing prospect of internal and external equipment, the influence of international crude oil market, the needs of equipment for environmental protection, the technical guarantee of equipment and the analysis suggested which equipment should be adopted or should be preferentially adopted. With the quantitative study, the thesis has made an economical comparative demonstration of the above three facilities. Considering the container yard and its facilities as an independent economical accounting substantiality, in that way each container is the serving object. If in the period of validity of the facilities and the yard, the above three models complete the same container service quantity, observing which facility that acts on each standard container costs the least, and the minimal cost is COST min/TEU. By the analysis on this part, we get the final reference opinion and then choose the most ideal facilities.With the case of the container yard in Chuanshan container port in Beilun , this thesis uses the economical analysis and fuzzy multiple evaluation to verify that the plan (intermixed under the rail-mounted transfer crane in the traditional container yard) is feasible in technology, saving the costs and running expense in economy and the continuous development can easily be achieved. As a result, the conclusion can be references for the planning and construction.
