Of Controlling Planning And Design Of High-tech Industrial Park In China

The normal planning system in China is divided into three phases, which are described in Master Plan, Regulatory Detailed Plan and Site Plan. It plays an certain role at the range of a whole city area, but with my recent research and practice, I intend to outline some problems when to apply to planning the appointed area as a high-tech industrial park. The master plan is too abstractive and the regulatory plan is too meticulous. Both of them are not very suitable for the plan of such an industrial park. Therefore, in this paper, I put forward a two-phase partition that is composed of the regulatory plan and the construction plan. The paper mainly discusses the design of regulatory plan period and uses the design process of high-tech industrial parks as its main clue to analyze the domestic and overseas plan and development of them. Then it builds a design framework for controlling plan of high-tech industrial parks in China, based on the analyzing, inducing, summarizing the relative research and projects, and combining my own practice experiences. The framework consists of five parts, which are described in information gather, object supposition, object affirmation, object expression and object pursuit. With the constructing of five parts and holding more relative aspects, such as planning content, theory, public participation and managing mechanism in point, the framework extends the design process that is from decision-making to result feedback and expands the control contents that embrace the physical form and strategic objects.Then the paper makes use of the framework to comment.on the plan and implement of the first area of Suzhou Industrial park, and demonstrates the space class structure of the control contents and a relatively rational design process. Thus the practical value of this design framework is verified when to comment on a plan of a high-tech industrial park.Finally, the paper introduces my own design practice of the regulatory plan of Huludao Century Industrial Park of Port and applies the five parts of the framework to real design practice.
