At the same time, with the development of economy and society, environment is polluted by different degree and water problem is increasingly prominent. Wastewater reuse has gradually become an important measure to improve the efficiency of using water resources, achieve the goal of sustainable utilization, and meet the need of water.To achieve the goal of wastewater reuse, from a technical level, urban water resources should be made full use of; from the policy and management, an anti-fouling and water-saving society should be built to realize the reasonable development, configuration, and utilization of water resources.Domestic and foreign experts, scholars, government officials and engineers have analyzed and researched sewage recycle, with use of the policy subject, from different aspects. Research mainly includes the following aspects. Firstly, industry market promotion and application. It aims to use policy guidance, market regulation and efficiency advantages into full play. Secondly, price charge mechanism. It involves selection of public utility pricing scheme, combining government taxes and subsidies, to realize a virtuous cycle of construction, operation, and earnings. Thirdly, laws and regulations and industry standards. They are the embodiment of policy guidance and compulsory measures to discuss and research on wastewater reuse. Fourthly, industry policy evaluation research. Through scientific index evaluation method, it explains or evaluates the resource utilization of sewage in a certain region or country. Fifthly, research on local mode under the background of national policy. It should be in line with the overall urban development goals, in regional positioning, regional development and characteristics of the development.This article, from the utility characteristics of sewage recycle industry, with the use of literature analysis, comparative analysis and the method of combining qualitative and quantitative analysis, analyzes the utilization of wastewater reuse in Guangzhou and basically elaborates its necessity and feasibility of the sewage recycle, especially from management system, laws and regulations, role positioning, product pricing, promotion, and other aspects. It is also a problem to be solved when it comes to the utilization of wastewater reuse in Guangzhou. By discussing and researching, the role of government in industrial development will be re-examined and the development direction of wastewater resource utilization industry in Guangzhou will be explored. With the government’s effect of policy establishment, execution and review, supervision and other procedures, the author will assess its utility, analyze its reason in deep, improve the laws and regulations and industry standard security, put forward suggestions about optimization and improvement of the current policies, and carry out further exploration on future policy orientation.
