Research On The Watershed Ecological Compensation Based On The AHP-fuzzy Comprehensive Evaluation Method

Watershed t is an important material basis for regional development, provides a space and all kinds of resources, such as natural resources for social and economic development and survive of people. The national and local governments pay more attention to ecological compensation and make some progress. Currently, watershed ecological compensation policy is in a wide range of implementation, the evaluation of the compensation policy has very important significance. Based on research results and practical experience at home and abroad, this research constructs a watershed ecological compensation policy evaluation system based on AHP. Use this index system makes an empirical research on Xinanjiang, and draws the appropriate findings and policy recommendations.This thesis research focused on those areas:(1) Study the ecological compensation, compensation effect evaluation, and public policy aspects of the evaluation at home and abroad as detailed as possible. Describe the existing ecological compensation policy and the pilot carried out in our country in detail and reveal the need of the ecological compensation policy evaluation. Then bulid the appropriate evaluation method and do the field research then draw some conclusions.(2) The ecological compensation policy is in a wide range of river basin and has significant effect to the improvement of watershed environmental. But the research on results of the implementation of compensation policies is very few. At the same time, only a few studies qualitative analysis; research method is relatively simple, lack systematic research methods. It needs to establish a relatively scientific and comprehensive river basin ecological compensation policy evaluation system.(3) AHP-fuzzy comprehensive evaluation method is suitable for evaluation of the watershed ecological compensation policy. Analytic Hierarchy Process can eliminate the adverse effects caused by subjective judgment in determining the index weight to a certain extent; fuzzy comprehensive evaluation method can eliminate the impact on the evaluation results caused by ambiguity and uncertainty.(4) The empirical results show that the effect of watershed ecological compensation policy in Xinanjiang is quite good, mainly in the middle and upper levels. The main factors affecting the policy effects include:focused on watershed pollution control and underrated economic and social development, the effect on promoting economic development and social progress is not significant; insufficient funding and unreasonable distribution; unsuitable compensation standards and so on. It can be improved in terms of determination of policy objectives, improvement of policy design and enforcement of policy.(5) As for the assessment of watershed ecological compensation policy, it can be improved in some terms, including:improve index system, eliminate the effect of subjective factors, and guarantee the quality of needed data, decomposition of policy effectiveness.
