The Study On The Implementation Of Grassland Ecological Compensation Policy In Fu Hai County

The grassland ecological compensation policy is an important policy measure for the country to maintain the sustainable development of grassland ecological environment and promote the improvement of herdsmen’s production and life.Fu Hai County has a vast grassland area and is an important animal husbandry industrial base in Xin Jiang.The implementation of the grassland ecological compensation policy has had a great impact on the improvement of the production and living of local herdsmen,the construction of animal husbandry industrial bases and the sustainable development of grassland ecology.However,in the process of implementing the grassland ecological compensation policy,the grassland management department of Fu Hai County has the problem of weakening the execution power,which has a great impact on the interests of the herdsmen and the effectiveness of the policy implementation.By studying the factors affecting the implementation of the grassland ecological compensation policy in Fu Hai County Grassland Management Department,it provides targeted countermeasures for the improvement of the policy implementation of the grassland management department in Fu Hai County.The improvement of the policy implementation level of the grassland management department in Fu Hai County has promoted the improvement of the grassland ecological environment and the overall development of the economy and society.Based on the improvement of the implementation of grassland ecological compensation policy,this paper analyzes the mechanism of the implementation of grassland ecological compensation policy through literature review and concept definition.On this basis,the evaluation index system of the implementation of grassland ecological compensation policy is constructed,and the influence of each indicator is confirmed by the analytic hierarchy process.At the same time,based on the questionnaire survey of five grassland management functions in Fu Hai County of Altay Prefecture and the herdsmen of four major livestock and livestock towns,a fuzzy comprehensive evaluation model for the implementation of grassland ecological compensation policy in Fu Hai County was constructed,and the policy implementation of Fu Hai County Grassland Management Department was implemented.The level is evaluated.The evaluation results show that Fu Hai County grassland ecological compensation policy execution score is at a good level.However,there is a relative lack of performance in the execution of the main body and the binding force of the enforcement system,which needs to be improved and strengthened in a targeted manner.In terms of policy implementation resources and environment,there are problems of low resource allocation and poor policy environment,which need to be further improved and improved,in order to play a powerful role in promoting and implementing the grassland ecological compensation policy in Fu Hai County Grassland Management Department.
