Abstract/Summary:
The Jiuzhou River Basin is the first ecological compensation pilot basin in Guangxi,and County A is an important part of the Jiuzhou River Basin.Evaluating the comprehensive benefits of ecological compensation policies in County A is of great significance.After years of implementation,the ecological compensation policy in the Jiuzhou River Basin has achieved certain results,but its comprehensive benefits still need to be objectively measured and evaluated.Based on the research of domestic literature,a scientific and reasonable indicator system is constructed.The entropy weight TOPSIS model is used to calculate the comprehensive benefits of the ecological compensation policy in the Jiuzhou River Basin after its implementation in County A.The evaluation index is obtained,and the key factors affecting the comprehensive benefits are analyzed using the grey correlation method.Finally,countermeasures and suggestions are proposed on how to improve the comprehensive benefits of the ecological compensation policy in the Jiuzhou River Basin.The research results are as follows: Firstly,the weight of the indicators calculated using the entropy weight method is in line with the current requirements for ecological compensation assessment in China’s watershed,and also conforms to the actual situation of ecological compensation in the Jiuzhou River Basin,which is reasonable and objective.Secondly,according to the TOPSIS method,the comprehensive benefits of implementing the ecological compensation policy in the Jiuzhou River Basin in County A have shown an increasing trend year by year.In 2021,the comprehensive benefits reached the highest value of 0.826 since the policy implementation.In terms of economic benefits,the economic benefits showed a fluctuating upward trend before 2017,and after a significant decline in 2018,they slowly rose again,with no significant growth in economic benefits;In terms of ecological benefits,after the implementation of the first round of ecological compensation,the ecological benefits increased by 66%,and after the implementation of the second round of ecological compensation,the ecological benefits increased by22%.Overall,the ecological benefits increased significantly;In terms of social benefits,residents’ living standards and environmental awareness have gradually improved,and social benefits have increased significantly.Thirdly,through grey correlation analysis,the minimum correlation degree between each indicator and the comprehensive benefits of ecological compensation policies in the Jiuzhou River Basin within County A is 0.587,and the maximum is 0.748.The disposable income of rural residents in County A,the ratio of the Tertiary sector of the economy to GDP in County A,the per capita disposable income of urban residents in County A,the comprehensive utilization rate of livestock and poultry manure and the centralized treatment rate of urban sewage plants rank in the top five in the correlation degree,which indicates that these are the key influencing factors of the comprehensive benefits of the ecological compensation policy for the Jiuzhou River basin in County A.Fourthly,to enhance the comprehensive benefits of ecological compensation policies in the Jiuzhou River Basin,it is necessary to develop diversified compensation methods,expand the sources of compensation funds,promote the transformation and development of green industries,and increase pollution prevention and control efforts.This article constructs a comprehensive benefit evaluation index system for watershed ecological compensation policies,adopting various research methods such as qualitative and quantitative analysis.The conclusions drawn are scientific and reasonable,and the suggestions provided to decision-makers of watershed ecological compensation have certain reference value.
