Study On Optimization Of Ecological Compensation Policy Implementation In Tanjiang River Basin,Jiangmen City

In the new era,ecological progress has been incorporated into the five-sphere Integrated plan of socialism with Chinese characteristics,and the building of a beautiful China has become our goal.China’s ecological progress has entered a fast lane.Watershed ecological compensation,as an important policy means to strengthen the comprehensive management of watershed water environment,stimulate the enthusiasm of ecological protection and adjust the environment and economic interests,has been paid more and more attention and research.The central government has issued relevant guidelines and measures many times,and the development of ecological compensation is strongly supported by top-level design.Provinces and cities have also responded to the call,on this basis,a large number of pilot and exploration.Tanjiang river is an important water resources of Jiangmen city,and the key to water pollution prevention and control is Tanjiang River.In order to strengthen the pollution control of Tanjiang River Basin,further improve the water quality of Tanjiang River Basin,and promote the coordinated development of upstream and downstream regions,Jiangmen City issued the Ecological Protection Compensation Measures for Jiangmen Tanjiang River Basin(hereinafter referred to as the Measures)in 2019,and began to explore the ecological compensation policies for the basin.Since the implementation of the policy,Jiangmen city has made some progress and results in the governance of tanjiang River basin,but there are still some problems in the implementation process,which need further research.n this paper,on the basis of the theory of public product,the environmental externalities,policy implementation as the research of the theoretical basis,the jiangmen tam river basin ecological compensation policy implementation as a dynamic process,through the literature method,interview method and other methods of jiangmen tam river basin ecological compensation policy implementation main body and its functions and implementation methods,allocate resources,such as research analysis,In addition,Smith’s policy implementation model is used to conduct an interview survey on the subject and object of policy implementation,excavate the effect evaluation of policy,and find out the existing problems and causes.After research,it is found that the following problems still exist in the implementation of ecological compensation policy in The Current Tanjiang River Basin of Jiangmen City: first,the principle of ecological compensation is not obvious;Second,the relative lack of ecological compensation funds;Third,the principle of fund use is vague;Fourth,the implementation process supervision is weak;Fifth,public participation is not high.The reasons are as follows: first,the compensation policy itself is not perfect;Second,the compensation fund raising channel is single;Third,insufficient support for policy implementation;Fourth,the supervision mechanism is not sound enough;Fifth,public participation channels are relatively lacking.Based on the advanced experience of ecological compensation practice at home and abroad,suggestions for optimization were put forward.First,to perfect the ecological compensation policy of watershed,including perfecting the policy scientific decision-making mechanism and establishing scientific compensation standard;Secondly,to broaden the sources of ecological compensation funds,including expanding financing channels and exploring multiple compensation methods;Third,strengthen supporting guarantee system,including improving supporting laws and regulations and providing necessary information resources support;The fourth is to construct the supervision and evaluation system of ecological compensation,including the establishment of "top-down" supervision mechanism and the establishment of scientific performance evaluation system;Fifth,enhance public awareness and participation in watershed ecological compensation,including enriching policy publicity means and providing channels for public participation.These countermeasures are put forward in order to provide reference for the sustainable development of jiangmen river basin ecological compensation policy,and better achieve the purpose of effectively protecting tanjiang River basin and promoting the coordinated development of upstream and downstream regions.
