With the development of our economy, national elementary education get more progress as a result of adopting the strategy of developing China by relying on Science and Education. Moreover, both education condition and teaching quality get great improvement. However, the different development levels in various areas in our country and the imbalance of elementary education are attributed to the huge population base and the weak economy. "School Choice"have been an evidence of unbalanced development of education in recent years. According to the local conditions, the active measures must be taken by the education administrations to change above situation. The relevant researchers have done lots of works and put forward valuable suggestions. The current researches focus on analyzing the reasons of unbalanced Development of Basic Education and make certain strategies rather than on quantitative analysis. This thesis shows primary Education Resources in Xuanwu district of Beijing city researched by ways of statistics, spatial analysis and GIS. The three goals shown as follows:1) .Quantitatively analyzing development States of primary education resources and each community in Xuanwu district and estimating state of each primary education resources by improved the Normalized fractal method.2) ,Quantitatively analyzing unbalanced Development state of primary teachers each community in Xuanwu district and making relative measures by means of improved difference coefficient.3) ,Establishing teacher mutual schools between resourceful schools and the insufficient school by Shortest Distance Method to Strengthen the Outstanding Teachers Flowing and Promote Balanced Development of primary teachers in Xuanwu.It is proved that the ways of evaluation and balanced teachers are feasible. Coordinative development of the capital elementary education decision System supports the analysis methods and strategies for education department to further promote balanced development of elementary education in Beijing.
