It is the key factor of the success or failure in the whole education reform whether a troop of teachers with high quality can be built or not. At present, the teacher education is confronted with the great transformation from the amount demand to the enhancement of the quality. As the base of the elementary education, teacher education must initiatively adapt to the demands of the new curriculum reform, in order to foster more new-type teachers of high quality and specialization.According to the related literature, it was concluded that teacher's quality consisted of professional consciousness, physical and psychological quality, knowledge quality and ability quality, on the basis of which the study on the teacher's quality of the undergraduates majoring in biology education was carried out.The questionnaire was adopted mainly in this paper, with conversation as an assistant method. The objects of the investigation were 340 seniors majoring in biology education from 6 different normal universities. The purpose was to survey the present state of teacher's quality of the students, teacher's moral education, educational curriculum and educational practice. After the results were analyzed and summarized, some problems and insufficiencies were found, and the assumptions for the reform of normal education were proposed.From the investigation above, we can draw the following conclusions. First, there are some problems about teacher's quality of the students, and some aspects should be improved. Second, the main problems existing in the educational curriculum include shortage of the class hours, separation of the theory and practice, outdated teachingmaterials, seldom teaching methods, and so on. The biology teaching courses get behind and lack advanced ideas. The micro-teaching is very effective and should be generalized and applied effectively. Third, some problems in the educational practice involve single form, scarcity of the practice time and low efficiency etc, which can not fit the requirements of teacher's quality. Fourth, some aspects of teacher's quality are different between boy and girl students and also between universities in the eastern and western area.Based on the conclusions mentioned above, the following proposals about educational reform are put forward: strengthen effective teacher's moral education and consolidate teacher's professional consciousness, pay attention to physical and psychological health of the undergraduates, enhance the combination of theory and practice, reinforce the contact of specialized education and elementary education, popularize "micro teaching" and raise the comprehensive ability of teacher, intensify the educational practice in quality and quantity, reduce the differences between eastern and western regions.
