The Circular Economy Of Yunnan Province Of Mineral Resources Development And Utilization Of Legal Countermeasures

Since the 1990'S when sustainable development strategy was recognized by the international community, a lot of countries had regarded developing circular economy and establishing circular society as an important approach for sustainable development. We human beings implement sustainable development strategy to harmonize society with population, resources and the environment, we must aim at the sustainable development of mineral resources in that mineral resources is the important materials elements of the development of society and economy. Ninety-two percent of the primary energy source, eighty percent of the raw and processed materials used in industry and seventy percent of the agricultural means of production are provided by mineral resources in our country. In Yunnan Province which is called as "the kingdom of non-ferrous metal", it is obvious to all that the development and utilization of mineral resources has made important contributions to economy. So mining industry is one of the Yunnan's pillar industries. We can say that without Yunnan's mining industry, there would be no Yunnan's today. We also can say that mining industry is closely connected with Yunnan's economy. But, there are lots of problems in the process of development and utilization of mineral resources. So, we must apply the theory of circular economy to guide the development and utilization of mineral resources in Yunnan in order to achieve the sustainable development of mineral resources. We may take following measures: enacting Regulations on Circular Economy Promotion in Yunnan Province; improving the plan for the development and utilization of mineral resources with reducing quantity; improving the legal system of environmental protection for mine; establishing the technical catalog of the development and utilization of mineral resources; improving the mining-rights market.
