Research On The Development Mode Of Marine Circular Economy In Fujian Province

With the issue of sustainable development of marine economy attracting more and more attention, as an important way to achieve sustainable development, marine circular economy is gradually gaining people’s attention. It is proposed to vigorously develop the circular economy in marine area, encourage sea-related enterprises to increase investment in marine resource recycling technology research and application areas, and guide the park and enterprises to carry out circular economy demonstration in marine area for the first time in the specialized section of "National Marine Economy Development Plan for’Twelve-Five’".As the main body of the West Strait Economic Zone, Fujian province has regarded marine economy as a strategic power for future economic development and strives to construct a blue economic test area. Whether Fujian could become a strong marine province or not critically depends on the following aspects: firstly, advocate green development, cyclic development and low-carbon development in the process of marine economic development; secondly, research and promote classic modes of marine circular economy; thirdly, pay attention to the efficient use of marine resources and effective protection of marine environment; finally, handle the relationship between development and protection correctly.Firstly, the article discusses the background, significance, status of domestic and foreign research on the development of marine circular economy in Fujian province, illustrating the guiding significance of theories,such as circular economy theory and sustainable development theory of marine economy for the construction of development mode of marine circular economy in Fujian province. Secondly, analyze current situations of the development of marine circular economy in Fujian province, including achievements, existing problems and causes. Again, the practices and experiences of marine circular economy are summarized both at home and abroad, and enlightenments are presented to the development in Fujian province; Fourthly, this article aims to present a general framework, basic principles, development goals, key industry and region layout, for developing marine circular economy from the perspective of industry development. In this part, this article puts forward basic ideas of developing marine circular economy in Fujian province, taking such industries into consideration as marine fisheries (including aquaculture, marine products processing industry), comprehensive utilization of marine industry, ship dismantling and remanufacturing industry, coastal tourism, marine engineering construction and marine transportation.. Based on the advantages and developing status of the above industries, a typical mode of marine circular economy is set up. Finally, countermeasures are introduced to promote the development of marine circular economy in Fujian province from legal system, policy support system, technical support system, evaluation index system and propaganda education system, etc.
