Research On The Legal Issues In The Comprehensive Development And Utilization Of Mineral Resources In China

Mineral resources are the important material basis for the survival and development of human society,and one of the decisive factors for the prosperity of a country,but it is also a one-time non renewable resource.At present,China is vigorously promoting the comprehensive development and utilization of mineral resources,which is conducive to saving mineral resources and building a resourcesaving and environment-friendly society.However,there are still many problems on the comprehensive development and utilization of mineral resources in China,such as low recovery rate,high consumption of mineral resources,extensive growth mode of mining industry and serious environmental pollution.Compared with developed countries,the comprehensive utilization level of mineral resources in China is lower.Therefore,it is urgent to establish scientific and perfect laws and regulations to improve the comprehensive development and utilization of mineral resources in China.This paper mainly uses comparative research method and comprehensive analysis method to put forward the connotation of three aspects of comprehensive development and utilization of mineral resources,and analyzes the legal issues of comprehensive development and utilization of mineral resources in China.Through the analysis of the legal issues,it is believed that the legal system of comprehensive development and utilization of mineral resources in China has taken shape and promoted the development of comprehensive utilization of mineral resources to a certain extent,but there are still many problems,such as imperfect legal system and weak binding force.Based on the analysis of the laws of comprehensive development of mineral resources in foreign countries,this paper summarizes the successful experience that can be used for reference and puts forward the legislative suggestions for the comprehensive development of mineral resources,such as clarifying the legislative principles of the comprehensive utilization of mineral resources,establishing the legal system for the comprehensive development of mineral resources,and further improving the basic legal system and other supporting systems for the comprehensive development and utilization of mineral resources in China.This paper has 53 references.
