Regional Drought Evaluation Index System And Drought Countermeasures

It is the most important three water problem which our country faces in the 21st century that flood and waterlog, drought and shortage of water, the deterioration of water environment. Among the three problem, the shortage of water has become the important restrict factor of the sustainable development of society and economy. According to statistics, there are more than 400 cities have insufficient water supply among the more than 600 cities in our country at present. And there are more than 110 cities which lack of water seriously. The total number of the water that all the city lack reaches 6 billion cubic meters every year. Therefore, it is essential to evaluate the degree of the drought of a district and work out the drought preparedness plans.Among the process of making the plans, it should be done firstly that evaluating the degree of the drought. This paper has made research and analysis of the use of the theory of fuzzy comprehensive evaluation in the evaluating the degree of the drought. On the bases of systematical summarizing of the existing method on evaluating the degree of the drought, this paper put forward the system of the index of the drought of a district and the standard of evaluation according to the actuality of the economy and waiter resource of the cities in Shandong province. Also it has put up the model of the fuzzy comprehensive evaluation of district, and put it into practice. Relevant emergency projects are put forward to deal with varies drought which may happen in the Shandong province.The model of the fuzzy comprehensive evaluation of drought establish in this paper has better objectivity and feasibility. The assessment result is accord with the fact. In addition, this model has a certain applied value in the assessment of drought of district, also it can offer scientific basis in terms of constituting the drought preparedness plans and the prevention of drought.
