| Drought is one of the most primary nature hazards.Drought frequencies have increased , its intensity has become more and more nervous during these yeas . It results in serious national economy and social development impacts . So how to predict drought and how to deal with it are the most important tasks . We must build a perfect drought preparedness system in order to distribute the water resources efficiently, admeasure the projects manpower and material resources reasonably , so as to mitigate drought devastating impacts.On the basis of consulting a large amount of documents and papers, this paper has analyzed the investigates of the drought preparedness plans and drought indexes about home and abroad , pointed them out the virtues and defects .This paper has mainly studied the groundwater drought index , comprehensive drought indexes and preparedness strategies . At the same time , it has set up a groundwater drought index model ,a supply and demand balance comprehensive drought index model, fuzzy comprehensive judgment model about drought and water logging applied to Shandong province , meanwhile , it has appraised the drought grades of the qiangdao city, yantai city, weihai city and weifang city , as well developed their drought emergency preparedness plans. The innovation of this paper:(1) It has set up a evaluate model of the groundwater drought and survied a new idea for later investigations.(2) It has applied fuzzy mathematics and AHP method to the regional drought evaluate model and walked out the mistakes before that always linked drought to meteorological or hydrological drought. It has put forward a new comprehensive model which combines with thesocioeconomic drought, that is, links survived water and the required water with the model.(3) It has made some preparedness drought measures that from regular to idiographic. |
