Under the recent economic development of the economy and society, the city construction step is more and more quick, the urban planning job is confronted with new challenges. Urban planning management information system(UPMIS) base on tradition's taking drawing sheet and document as the medium is unfeasible evidently in figure times, but having more owing to feasible data base on WebGIS, it can provide function about various space analyzing, hold out for the urban planning{ob provides real time, multidate information and decision-making. And UPMIS is that the urban planning, construction, manage and decision. making provides information service.WebGIS is an Internet--based network GIS, which has Browser/Server architecture and changes the running and serving modes of traditional GIS, it helps remote users using GIS, shares Geo-spatial information resource. WebGIS is from "Digital City", it is a full expression of "Digital City" research from theory to practice and then from theory to practice. So, we can say that WebGIS is one of the key technologies to solve the process of "Digital City" information, networking, intelligent and visualization.In this paper, the attention is firstly drawn on the development and the current problems of WebGIS and "Digital Earth" at home and abroad, i.e. based on conception of WebGIS and "Urban Planning", the author specifically analyses the conception, major peculiarity, system structure and implementation methods. Upon which, with reference to the project of "Urban Planning Management System of Kunming" and combining system requirements of "Urban Planning Management System", the related selection and design are completed regarding system function and structure, table and data processing and etc. Under such condition, an urban planning result management system based on the WebGIS is designed, which realizes the desired function of Issue System and completes preliminary test.The major function of this system is to conduct planning result data and support decision data, covering user register, information management, map operation, inquiry and so on. The system is designed with user mode and administration mode. The Administrator can build, delete and modify the information of user's account. The log file is used to record the history of the user's visit. Map operation includes the function of eagle-eyed viewing, chart level controlling and other various operating of tool strip.
