Assessment Techniques Application Research Of The Storm Surge Disasters' Economic Losses

China has a long coastline and vast sea areas, which on one hand provide good objective conditions for economic development, yet result in the frequency of marine disasters in our coastal areas on the other among which storm surge disasters bring in the most serious losses. Various types of marine disasters in 2009 caused direct economic losses of 10.023 billion RMB,whereas storm surge disasters have caused direct economic losses of 8.497 billion RMB,accounting for 84.78% of the total losses.Currently, the study of storm surge disaster losses focuses on disasters classification and direct economic losses assessment. For a more comprehensive assessment of economic losses caused by storm surge disasters in China, conducting post-disaster reasonable compensation for the afflicted areas to restore production as soon as possible and be able to maintain sustainable development, research into storm surge disasters and assessment techniques for direct and indirect economic losses and appropriate assessment of economic losses of storm surges disasters have become an urgent and significant reality faced by our country currently.Based on disasters economic, along with the integrated use of maritime economics, diversity statistics, operations research, systems theory, non-equilibrium theory and the theory of sustainable development, this paper builds a storm surge disasters' economic losses assessment index system and evaluation model, and for the first time conduct assessment research by demonstration into direct and indirect economic losses by typical storm surge events in China to offer not only a technological backup system for storm surge losses assessment but a frame of reference to post-disasters reconstruction and compensation for losses of stricken places of our country.In this paper, drawing on our forest fires, floods and other disasters, disaster losses assessment index system, according to scientific, feasible, potential and comprehensive principles, we build a storm surge disasters economic losses' assessment index system and, based on data obtainable principles, independence of indicators and the principles of streamlining, re-build storm disasters'economic losses evaluation index system.Under the condition of almost none statistics of indirect economic losses data, in order to evaluate storm surge disasters'direct and indirect economic losses,the article uses both subjective and objective weighting methods, to determine the ratio of storm surge disasters'direct and indirect economic losses,and then apply the mathod in assessing the seven storm surge's losses happened during 2005～2009 in Guangdong province. Under the precondition of the Kendall Consistency Test, we figure out the weighted average losses on the two sets of values, and eventually get evaluation results of direct and indirect economic losses-of storm surge disasters.According to this evaluation results,combined with direct economic losses of official data, the article make a comparative analysis of the proportion between direct and indirect economic losses of storm economic disasters.Finally, based on this data consulted, problems and conclusions identified during the related research, for better policy-making, the paper puts forward proposition of undertaking proper assessment of storm surge disasters'economic losses and compensation for losses of storm surge disasters in China.
