China is one of the countries which sufer the worst earthquake disaster in the world. The earthquakes often cause serious casualties and property loss, destruction of houses and transportation, communications, engineering facilities and will also cause a fire, toxic gas leaks and other secondary disaster situation. While the earthquake occurs, the earthquake scale, level, spatial distribution, secondary disasters and disaster trend, which became the core of the earthquake emergency response and the key technology of decision support system in rescue work. In order to achieve fast accessing to and using of data, other than using earthquake disasters automated collection devices (Disaster Monitoring Instrument) to collect the location, intensity, time of occurrence, live video of earthquake disaster data, and fire (temperature and smoke) and toxic gas monitoring and other secondary disaster data, shall be based on WebGIS technology. WebGIS technology enables the disaster data of the earthquake, rescues information to combine with geospatial features, constructs real-time disaster decision support system, combines and carries on the visual analysis and display to the disaster data with the geographical data, and provides emergency response and rescue decision support.This article takes the WebGIS technology in the earthquake disaster data visualization application as the research key point, designs and the develops the earthquake disaster data visualization system based on the ArcGIS Server platform. The article introduced WebGIS technology's concept and characteristic, implementation of technology, the architecture and so on. Takes the realization of system as the starting point focuses on the ArcGIS Server platform's structure and major technique, and prospects of the client used by Adobe Flex framework and Flex framework structure based on mapping and GIS map application API - ESRI Flex API research, meanwhile also present the two main types of Web services (based on SOAP and RESTful Web Services) carried out a detailed comparison and analysis, summarizes the advantages and disadvantages of both. According to the user's needs analysis, this article has completed system design of the earthquake disaster data visualization system, including the system structure design, the database design and functional design, described the resources, including maps and geographic address generation and publication, attribute data query, implementation and publication of dynamic intensity map generated service. The article has also given the Flex client-side and server-side implementation code, and has realized based on the WebGIS earthquake disaster data visualization.At the end, the article summarized the work and prospected. This article has realized the earthquake disaster visualization system's major functions based on WebGIS, but the designs both on the Web Service and geoprocessing algorithm have some problems to wait for further studying. At the same time, it's believed that three dimensional WebGIS will be the future direction of development, and will has broad prospects.
