With the acceleration of China's urbanization and infrastructure construction, China's construction industry entered a period of rapid development. In the cities and towns, we can see construction sites everywhere. But behind the booming of construction industry, there is more and more shocking incident of engineering, the phenomenon of poor quality, cost overruns, schedule delays in projects is not poor. It is known that whether a project can achieve ultimate success mainly depends on the level of project management. Compared with foreign advanced level, There was a huge gap can not be ignored on project management theories, methods research and practical engineering applications in China. In these gaps, the more prominent one is the area of project objectives, control. The management method for three major aim including time, quality, cost is single control or two-two control, ignoring the relationship of interdependence and interaction among the three objectives. But this approach will inevitably lead to a goal at the same time of losing the other aim and can not achieve effective control on the effect of project objectives. Therefore, this paper think project management must be on the basic of the integrated control for three major aim including time, quality, cost, and only this way can achieve the overall objective of the project.First, facing the status of construction industry, this paper proposes the implementation of integrated control of project objectives is the development trend of project management and discusses in detail the related theories in the context of the integrated management of objectives. Second, this paper sets up an integrated control system, uses WBS to decomposed the project into many work packages, determine the aim including time, quality, cost of every work packages and integrates the three objectives into one part as the specific target of aim control. Third, this paper analyzes the integration ideal of Earned Value Management, and consider it as means of implementation of aim integrated control. But this paper finds there are some shortcomings and gap in the implementation of traditional earned value management method in the integrated control of the three goals. Therefore, this paper make some improvement to the traditional earned value management method and put this improved Earned Value Management as a method of aim integrated control. The paper cites examples of its concrete project implementation process to demonstrate the feasibility and applicability of this method. At last, from the angle of concept, organization, information, this paper builds the supporting system for the aim integrated control and pave the way for the better use for aim integrated control in project management.
