Progress, cost and quality are important objectives in project management system. The control on schedule, cost and quality run throughout the whole process of project management. Among them, the progress of the project management and cost control is the main objective. In the past they are managed separately, lacking of closely inter-linked, which brought a lot of problems to project management work.Earned value management is the most effective control of an integrated approach, which overcomes the previous cost control and progress control deviation between isolation brought about so that they contact each other up, cost and schedule of the integrated control network planning technique used , the cost and schedule control on a model. But Earned Value can not be optimistic about the practical application, it also has some defects and application difficult.In this paper, we evaluated the improvements which predecessors made on the earned value method, and designed project progress/cost integrated control system based on earned value method. This paper showed the establishment of the target validation program by a example, introduced the difference between owner and contractor in the application of the earned value method and the process to use them, proposed"four-parameter Earned Value" based on the contractor, and verified it by an example. By evaluating the Earned Value application in the case, from the application level of earned value method, we proposed that the combination of earned value method and P3e/c project management software is the most effective way to improve earned value method, and introduced the superiority, limitations and further improve proposal of P3e/c earned value system.
