Study Of Earned Value Management In Mobile Communications Network Investigation & Design Project

The quality, the cost and the schedule of a project is the three key factors affecting in the success of the project. Earned value management is an important way to comprehensively assess the cost and the schedule. After the reorganization and integration of the domestic telecom operators and the release of 3G licenses, the three operators are building a large-scale investment in 3G mobile communications network. Considering of the market competition, major mobile operators require higher quality, shorter duration and lower costs of mobile communications network construction projects. Since investigation and design of the network is the first step of the construction, itplays an important role in the follow-up project. Therefore, this paper studies the Earned Value Management (EVM) in the mobile communications network investigation and design project.This paper introduces the principle of EVM, the relevant approach, parameters and methods. However, the traditional EVM does not introduce quality parameters, and it is difficult to use EVM to control the projest schedule and costs in Chinese enterprises without total quality management. Therefore, we introduce an improved EVM with main elements of the cost, schedule and quality by the optimization of the functional model between them.Finally, the paper compiles statistics, analysis and researches of two investigation and design case projects. By comparing the cost, quality, schedule and customer satisfaction, this study demonstrates the practical significance of the improved EVM and its improvement against the traditional EVM.
