With the development of knowledge economy and gradual progress of the information-intensive society, it is related stronger and stronger between modern project every key elements, the demand for the project integration management become higher and higher, the project integration management has already become the decisive factor that project success or failure. The project integration management is the most important comprehensive management of overall importance in management science of the whole project.At the same time, Three major goals which are progress, cost and quality of the project have formed the goal system of the project, and it is the focal point that the project controls. At present, The project management of our country generally adopt the traditional single factor deviation analytical method, but, guide of project process and performance of this kind of method is not enough, and may be also mislead one, and even meaningless sometimes. So, it is necessary that earned value management which integrates cost and time uses in the project management, thus the real trends control are realized.In our country, knowing and understanding earned value management begins with the cooperation with international engineering company of the 1990s. Because earned value management is a kind of brand-new project integration management for China at that time, most of people are in understanding of earned value management and find out about the state, and seldom research to its theory in deepen ground. This text, on the basis of describing the basic theories of the office procedure of earned value, analyses and studies about index system and integrated key element of earned value management emphatically, thus finds some mistakes and defects storing in the index system of earned value management, and expands the integrated key element of earned value management, and last forms the three key element integration management that has cost, quality, and time for a project.
